Alright, since there aren't any government positions that aren't military or council, I have thought up some possible positions below the council themselves.
Citizenship * Head of Public relations (spokesperson and manager of day to day citizen affairs.) * Morale officer (keep people 'happy' and, more importantly, thinking what the council wants them to think.) * Social justice officer (put public disturbances down, operate quietly and outside the military)
Workers Union * Union official (The people everyday workers report to if there are any problems)
Research * Researcher (simple enough, does research into a variety of subjects for the good of the people, council or military) * Field agent (Collect samples of wildlife, plant and minerals for analysis)
Other *Police chief (assuming there is a non-military law enforcement presence) * Police officer * Riot officer
These are just what I could think up at the time.

I have a question. The Social Justice Officer, is he like a spymaster? If so I thought you could add spies that report to him as another job and if not you could add both. Dunno but I guess the pirates could have one but I figured the government would. =)

I actually imagined the morale and social justice officers to be lower level personnel, the people who actually do work in the field, since higher ups would more often than not do little interesting work. So they might have a superior officer. Pirates might have spies too, in fact they probably should, but these positions were to even out the government positions

I think the government would place spies in the pirate clanes and the pirates in the governmental offices. But I think there should be some good points in beeing a civilian too since we for the moment don't have any of the civilians. Also I think the civilians need more good points too being a civilian. But I think perhaps we need some brainstorming about that ^^; sorry if I made no sence....

I figured the government would have people to spy on the civilians, make sure there was no traitorist talk or behavior, keep an eye on them. And they do have a list of civilian jobs Well, its just not as appealing to be a normal person than to be a pirate clashing swords with a government soldier or vice versa.
